 Cabinet Mission


                              The then British Prime Minister Clement Attlee sent a delegation of British cabinet members to India. It is called Cabinet Mission or Cabinet Delegation. Lord Phedhik Lawrence, Sir Styaphard Cripps and AV Alexander were three members of the Council of Ministers in this delegation. This delegation arrived in India on March 24, 1946. A Cabinet Committee announced its plan on May 16, 1946. The Cabinet Committee made the following recommendations.


Recommendations of the Cabinet Mission:-

1. A united India should be created by British India and the Native States. This alliance should be empowered to look after foreign affairs, defense and communication system. The Union shall have the power to raise the necessary funds to carry out these matters.

2. The Cabinet Commission rejected the demand for an independent Pakistan.

3. British sovereignty over Indian states should end.

4. The Union shall have a legislative and executive body vested in British India and representatives of the Indian States.

5. Except the matters in the Central List, the remaining matters should be vested in the provinces.

6. A Constituent Assembly should be established to frame the constitution of the country. The members of the Constituent Assembly shall be elected by the Legislative Assemblies of the Provinces as one representative per one million population. Representatives of the Sikh and Muslim community should be elected on the basis of their community share. Others must elect their representatives from the rest of the population.

7. The Constituent Assembly shall not be constituted by indirect election.

8. The representatives of the provinces are a. B. C. It was recommended to divide it into three sections. Punjab, Sind, and North-West Frontier Provinces are added to the "B" division. Representatives from Bengal and Assam will join the "C" section. Rest of India falls under "A" category.

9. An Interim Government / Interim Government should be formed to look after the administration till the formation of new constitution. The government should have 14 members including five Muslim League members, six Congress members, one Sikh, one Parsi and one Indian Christian. All accounts are under Indian control and the British Government should give full co-operation in all the functions of the Interim Government.

                          The Cabinet Mission recommendation was initially accepted by all political parties, including the Congress and the Muslim League. But this suggestion was rejected on the grounds of division of provinces. Finally, the Muslim League rejected the recommendations of the Cabinet Commission and took direct action. The cities of Punjab, East Bengal and Calcutta were hit by severe communal riots. The Congress formed the National Government on the invitation of the Governor General. Overall, it can be said that the important contribution of the Cabinet Commission was to lay down the procedure and basic framework to be followed while convening the Constituent Assembly.
