Simon Commission
The Simon Commission was appointed in 1927 to report on the working of the 1919 Act and to recommend reforms if necessary.

Simon Commission Recommendations:-
1) Bi-government system is a failure and should be abolished.
2) Ministers should be given full control of provincial administration and Ministers should be responsible to the legislature.
3) Matters related to the Indian Constitution should be discussed in the Round Table Council.
The Simon Commission was funded entirely by whites. There was not a single Indian member in this commission. So the Indians terrorized the Simon Commission.
